BOA oks contract to sell site of Rising Fenix to Wilmoth Oil

 The Mt. Vernon Board of Alderman voted during their meeting on Tuesday, July 13 to approve a contract between the city and Wilmoth Oil Company in which Mt. Vernon will sell Wilmoth Oil the site where Rising Fenix Trucking was once located. According to the contract, Wilmoth Oil will pay the city $15,000 per acre for the land at closing; the site has 17 acres.
The contract states the closing date for the deal is on or before Aug. 15, and the city and Wilmoth Oil will split the closing costs.
Expenditures approved:
The board voted to have Allgeier, Martin and Associates review and update a stormwater plan for the Sunset Heights Subdivision they originally created in 1990, at a cost of $7,000. The board also approved the purchase of 36 utility poles for the city at a cost of $12,446.00. Ten of the poles will be 45 feet in height, 10 will be 35 feet and 16 will be 40 feet. The poles will replace utility poles currently in use in the city.
Sewer line at MRC building:
During the meeting, City Administrator Max Springer discussed possible repairs to the sewer line currently servicing the nine houses connected to the MRC building at 600 N. Main.
“When we sold the property to Mount Vernon Investments LLC,” Springer later said in response to a media inquiry, “there was stipulation in the contract that requires the city to provide a connection for the nine homes to the city’s sanitary sewer system. The sewer line that currently services the property is a private service main. Once they sold the north 12 acres, it (could) no longer remain connected to a private service line. The cheapest and easiest way to provide service is for the current private line to be dedicated to the city. We were in the process of finding out which line is the main line servicing the north 12 acres by flushing the system with water a following it, when we discovered a blockage. We are now trying to determine the best course of action.”
Committee reports:
The board approved reports from the Personnel, Airport and the Parks and Recreation committees. Based on the recommendation of the Personnel Committee, the board approved a pay raise for all city workers except for linemen and the new city administrator, of $1.85 in 2022. Springer said later that the purpose of the raise was to keep ahead of the state’s minimum wage increase, as well as a possible federal minimum wage increase.
Other business:
The board voted rezone a 31.24- acre parcel of land from single-home residential (R-1) agricultural-residential (A-R) based on the recommendation of the Planning and Zoning Commission. During the meeting, Springer said the landowner requested the rezone as they were unable to build houses on it, so “he might as well be able to run his goats on it.” The board also voted to annex 49.28 acres of land located southwest of Highway 39 and zone it as General Commercial (B-3). Additionally, the board voted to have Blevins Asphalt grind the transition areas on the north side of Highway 174 and lay a one-and-a-quarter-inch-thick layer of asphalt over them, at a cost of $169,400, plus milling and preparation at a cost of $19,194.
